Why is still India a developing country?

Its true that after 60 years india is still a developing country,
Each and
Everyone is responsible for that because,
who spread the corruption ?

break the rules ?

Who dump the garbage every where ?

So if we want to make this country a developed country, than we need to
change everything within ourselves not in other,
